Fire Chief Kapler Resigns
Mayor confirms chief's departure without a settlement agreement with city
Alameda Fire Chief David Kapler resigned on Friday, Mayor Beverly Johnson confirmed this morning.
Kapler had been on administrative leave since Sept. 2, when questions were raised about his use of fire department gas pumps for personal vehicles.
City officials also questioned why his contract with the previous city manager, Debra Kurita, had not been ratified by the City Council. And Major Johnson said she believes Kurita exceeded her authority. The resignation was first reported on The Island this morning.
Kapler's action comes without any settlement agreement with the city. Notably, Kapler's written agreement provides lifetime medical benefits after three years of service, which would have occurred on Oct. 1. Last week the council considered a proposed settlement agreement from his attorney during closed session but rejected it, the mayor said.
The Fire Department's Operations Chief, Mike Fisher, has been filling in for Kapler since he was put on leave. Johnson said Fisher will continue in that post for the time being.
The mayor also said she doubted that Interim City Manager Ann Marie Gallant would move to choose a permanent replacement for a department head, given her own interim status, so it may be some time before a new fire chief is named.

"lifetime medical benefits after three years of service" - who writes or approves this kind of contract? With this kind of deal, if Alameda had five chiefs over 20 years, each with 3 years of service minimum, we'd be on the hook for lifetime medical for all 5 of them. Not just financially untenable, but from a taxpayer's standpoint - unconscionable.
