Alameda Hospital merger with Alameda County hospital system

Having worked at Highland Hospital as a manager during the 80's and 90's I can tell you it NEVER ran close to break even it was always in the red.  I felt like it was a beast that couldn't be tamed. Many Counties don't have public hospitals. I can't imagine there will be any benefit to putting Alameda Hospital under the auspices of the County.  Since the County hospital is supposed to be the safety net for the uninsured and under the Affordable Care Act there shouldn't be any uninsured individuals, why do we need a public hospital system at all? The main business of government is self perpetuation. Alameda residents pay county taxes  for the County hospitals AND they pay a tax for Alameda Hospital as well.  Will our tax bill be lowered because the alameda hospital is now under the County system?
