Speeding on Alameda's roads

Whatever happened to the much acclaimed 25 mph restriction? I've seen cars drive at crazy speeds (definitely in excess of 25 mph) on these roads: 1. Lincoln, between Park and Webster 2. Cars often jump the light at Webster/Stargell as they come speeding from the tunnel and continue at high speeds past Atlantic -- if the light is green What is APD doing?
