City Manager to Discuss Public Workshops on Crown Beach Drowning, Labor Negotiations, City Budget

Alameda's City Council meets tonight to tackle an agenda that ranges from historic preservation to sewer replacement.

After a month off from regular meetings, the Alameda City Council gets down to business tonight with a busy agenda. Highlights include:

• A report from City Manager John Russo about upcoming public workshops on labor negotiations, the on the Memorial Day drowning at Crown Beach, and the city budget.

• Spending a fair amount of city money. See details below.

• Introduction of Lori Taylor, the city's new community development director, who started work on Aug. 22. Taylor was previously the economic development director for the City of Fremont. You can read more about her .

• A proclamation honoring Dr. Alice Challen on her 100th birthday. Dr. Challen practiced medicine in Alameda between 1944 and 1975 and delivered over 3,000 babies.

• Mayor Marie Gilmore's nomination for a new member to fill a vacancy on the Civil Service Board, a partial term expiring June 30, 2014. Nine people have applied for the position.

• Meeting as the board of commissioners for the Alameda Housing Authority, vote on Housing Commission’s recommendation to form a Limited Liability Company (LLC) and approve the LLC’s role as an Additional General Partner in The Alameda Islander L.P. for the acquisition and renovation of the as permanent affordable housing.

• Councilmember Doug deHaan's about applicants for the city manager and city attorney positions. 

• Hearing a report on needed repairs at the .

Before its open meeting, the council will meet in closed session at 6:30 p.m. for a conference on labor negotiations with the Alameda Fire Management Association.

Spending City Money

Contracts and payments scheduled to come before the council tonight include:

• Awarding a contract for over $3.4 million to Ranger Pipelines, Inc. for Phase 9 of the city's cyclic sewer replacement project.

• Awarding a $270,014 contract to Sport Court Tennis for rehabilitation of tennis courts in various locations.

• Meeting as the Community Improvement Commission (CIC) to adopt a resolution adopting an Enforceable Obligation Payment Schedule (EOPS) for paying some $27 million in bills connected to redevelopment projects. (The odd wording is because state law required adoption of the EOPS by Aug. 29, but the council did not meet in regular session during August. To meet the deadline, the CIC's executive director adopted the schedule; this vote will confirm that action.)
