Final EIR on Alameda Point Now Available to Public

The Final Environmental Impact Report is expected to go to the Alameda City Council for approval in early February.

SUMMARY

The Final Environmental Impact Report (EIR) on Alameda Point is now available to the public online and as hard copies at several locations, according to a City of Alameda press release.

The city's Planning Board is expected to hold a final public hearing on the document on Jan. 13 and the Alameda City Council is expected to hold its last public hearing on the Final EIR on Feb. 4, the press release says.

The Final EIR is available, in chapters, on the City’s website at http://alamedaca.gov/alameda-point/eir

Printed copies are available for review at the City Clerk's Office, all Alameda Free Library locations, Mastick Senior Center, the Golf Course Club House, the Alameda Chamber of Commerce office, Alameda Point Collaborative, City Hall West and the College of Alameda Library reserve desk.

Copies may be purchased for about $45.

The Final Environmental Impact Report (EIR) for Alameda Point provides an evaluation of the potential environmental impacts that may be expected as the result of the redevelopment and reuse of Alameda Point, consistent with the City’s General Plan and Reuse Plan. The Final EIR is an informational document; it does not approve or deny the project, it provides important information that must be considered. It informs the community, the Planning Board, and the City Council beforeany final decisions or any final actions are made on the Alameda Point project.

The Final EIR consists of the Draft EIR and the Response to Comments on the Draft EIR document (both of which can be found below). The Draft EIR was released on September 3, 2013. The 48-day comment period started on September 4, 2013 and ended on October 21, 2013. Additionally, there were two (2) public hearings held at City Hall where Alamedans provided live comments on Monday, September 9, 2013 and September 25, 2013. At the close of the comment period, the City compiled all the comments, revised the analysis, responded to the comments received, and then prepared the Final EIR.

Staff is recommending that the Planning Board hold a final public hearing on January 13, 2014 and pass the draft resolutions and draft ordinance recommending that the City Council certify the Final EIR and approve the draft General Plan amendment, Zoning Ordinance amendment, and draft Master Infrastructure Plan. It is anticipated that the final City Council public hearing on these documents will be held on February 4, 2014.

The Final EIR is comprised of two large documents. While it is available, in chapters, on the City’s website at http://alamedaca.gov/alameda-point/eir, some people may find it too cumbersome to read online. Hence, the City is providing hard copies for public reading at the following locations across Alameda:

 To enable private reinvestment and redevelopment of the Alameda Point property, the City Council directed City staff in June 2012 to complete the necessary Environmental Impact Report, General Plan and zoning ordinance amendments, and a Master Infrastructure Plan required to ensure that redevelopment proceeds in compliance with the California Environmental Quality Act, the City of Alameda General Plan and the Reuse Plan. Over the course of the last 18 months, the Alameda community, City staff, the Planning Board, and City Council have completed an extensive community planning effort to complete the required documents. In early January, the planning documents will also be available for public reading at the City’s website.
