The US Department of Veterans Affairs’ (VA) original plan for outpatient facilities and a columbarium at Alameda Point ran into strong opposition over proximity to the nesting site of the California Least Terns on the wildlife refuge.
Now, a new set of concerns is emerging.
The new proposed location on the Northwest Territories will impact wetlands and natural habitat, is isolated from the main mixed-use area where redevelopment planning is underway, and will generate a stream of traffic through land designated for open space. A better site is available and should be considered.
Although no map of the current proposal has been released, Jennifer Ott, Chief Operating Officer for Alameda Point, confirmed that most of the VA footprint is on the open space runway area of the Northwest Territories slated to be transferred to the city. US Fish & Wildlife Service is preparing a biological opinion on the impacts of the move as part of an overall environmental assessment, according to Larry Janes, Capital Asset Manager for the VA Sierra Pacific Network.
Last summer when closed-door plans to move the VA northward were being discussed, the City of Alameda was actively competing for the second campus of the Lawrence Berkeley National Lab. Alameda was unsuccessful in its bid, but in that process the city cleared the way for commercial development on a site next to the USS Hornet and adjacent to a proposed regional park. That site is now available for the VA clinic and offices.
Locating the clinic facilities on the site near the USS Hornet, while keeping the columbarium in the runway area, would offer a host of benefits:
- A transit hub already being planned at the Seaplane Lagoon town center would serve the clinic.
- Employees, veterans, and visitors could walk to restaurants that will eventually be built at the Seaplane Lagoon town center. The VA’s clinic plans call for only canteen food service.
- It would jumpstart development in the area targeted for commercial development, which could take 30 years to fill up if experience at Harbor Bay Business Park is any guide.
- The VA would pay for infrastructure to the site, which would enhance the value of this commercial area and is no small matter now that redevelopment agency funding has gone away.
- The Northwest Territories area could instead be available for carbon-reducing wetlands expansion through programs such as Save the Bay’s wetland restoration program, as well as grasslands expansion that would enhance the ecosytem and divert hawks that sometimes prey on the Least Terns. The VA’s current proposal calls for building a roadway directly through a seasonal wetland area. This elimination of wetland would be at odds with concepts for wetlands expansion in this area that would receive storm water runoff from the mixed-use area -- one of the sustainability measures contemplated by the city’s sustainability consultant ARUP.
- Unlike the clinic and offices, the columbarium that is envisioned in the runway area near the western shore would have relatively minimal traffic impacts.
- Long-range sea level rise predictions by the Pacific Institute show the runway site could eventually be underwater. The lab site will be mostly dry.
- A veterans’ memorial park that East Bay Regional Park District General Manager Robert Doyle proposed building around the VA clinic on the Northwest Territories could instead be built at the existing park site slated to become a regional park near the USS Hornet.
The City of Alameda holds an important seat at the planning table for this project. For the VA to move forward with its current plan, the city council would have to amend the no-cost conveyance agreement between the city and the Navy signed in 2011, in order for the Navy to keep part of the Northwest Territories to give to the VA.
The city should insist that the VA study an alternative site – the Lab site - in its environmental impact report before making any land use decisions. It’s the right thing to do.
